About
The Tucson Police Foundation, founded in 2003, is an independent, non-profit, charitable organization dedicated to fostering public safety through community building, education, and outreach. In concert with the Tucson Police Department, the foundation works with a range of community safety advocates to develop and implement public safety and crime prevention programs.
While the city budget provides the necessary resources to fund the operations of the Tucson Police Department, a number of important community programs have been threatened or cut due to lack of funding. The foundation was created as a catalyst in responding to this threat, so that no innovative program would be left behind.

Rob LaMaster – Executive Director of the Tucson Police Foundation
Rob LaMaster comes to the Tucson Police Foundation after a period as an independent association management consultant. Rob spent two years with the Kellen Company, a major national association management company where he served as Managing Director of the the National Academy of Elder Law Attorneys (NAELA) prior to the move of NEALA’s headquarters to Washington D.C. Rob has also been the Regional Director for the National Traffic Safety Institute where he interacted with over 50 Municipal and Justice Courts as well as the Arizona Supreme Court for the Arizona Defensive Driving Program.
Prior to October of 2005, Rob was the Regional Vice President for the Arizona Restaurant & Hospitality Association for nine years. His duties included all Association aspects in Southern Arizona including membership, chapter relations and formation, public affairs, marketing, Board recruitment and special events. In this role, Rob sat on the Southern Arizona DUI Task Force and was a Board Member of the Metropolitan Tucson Convention and Visitors Bureau. Rob was also a member of the Town of Oro Valley (AZ) Economic Development Think Tank, which helped to direct current Economic Development guidelines for the Town.
Rob has also held positions with the Muscular Dystrophy Association, the Tucson Metropolitan Chamber of Commerce and the Greater Dallas Chamber of Commerce.
A native of Dallas, Texas, Rob attended Texas Tech University, graduating with a Bachelor of Business degree in Marketing and a Master of Arts in Interdisciplinary Studies, with an emphasis on Business, Political Science and Mass Communications.
Rob is married to Karen, an Oncology Physician Assistant (PA) and has a 16 year-old daughter, Madison and two Boston Terriers, Izzy and Olive. He is currently serves as a Commissioner on the Town of Oro Valley Planning and Zoning Commission. Rob loves to play golf (not well), hike and is an avid sports fan. His main hobby these days though seems to be driving to and from high school and club volleyball tournaments.

Captain Michael Gillooly

Captain Michael Gillooly has been with the Tucson Police Department for almost 29 years starting in 1983. He has been fortunate to rise through the ranks and has worked in and/or commanded various Divisions such as Patrol, Traffic, SWAT, Aviation, Narcotics, Human Resources, Internal Affairs and other specialized assignments. He is currently the Chief of Staff for the Department and works directly for Chief Roberto Villaseñor. Captain Gillooly has lived in Tucson since 1963. He graduated from the Northern Arizona University (NAU) in 1983 with degrees in Business Management and Marketing. He is excited about acting as TPD’s liaison with the Foundation and its wonderful members.

Sharon Allen joined the Tucson Police Department in 1978 as a community service officer. Commissioned Patrol Officer in 1980, worked in Operations Division Midtown. Promoted to detective in 1985, worked as School Resource Officer; served in Juvenile Services Division and Operations Midtown. Sergeant in 1993, supervised Operations Division South, Background Investigations Unit, Internal Affairs Division, and Sex Offender Tracking Unit. Lieutenant in 1998, Commander for Operations Division West, Commander for the Accreditation process (CALEA-Commission Accreditation of Law Enforcement Agencies) and Liaison to Tucson City Manager.
