The Tucson Police Foundation, founded in 2003, is an independent, non-profit, charitable organization dedicated to fostering public safety through community building, education, and outreach. In concert with the Tucson Police Department, the foundation works with a range of community safety advocates to develop and implement public safety and crime prevention programs.
While the city budget provides the necessary resources to fund the operations of the Tucson Police Department, a number of important community programs have been threatened or cut due to lack of funding. The foundation was created as a catalyst in responding to this threat, so that no innovative program would be left behind.

Feder was a General Manager in minor league baseball for 27 years, spending 1989–2001 as the GM of the Tucson Toros/Sidewinders. In his years in Tucson, Mike has been very active in the community, serving on the Board of Directors of the Tucson Jewish Community Center, the 4th R Board (assisting TUSD with a link to the business community), the Metropolitan Tucson Convention and Visitors Bureau, and currently the Father's Day Council. Mike was also the Media Director, and a Board Member for the Copper Bowl from 1990–1996. Feder was inducted into the Pima County Sports Hall of Fame in 1998, as well as being honored by the Conquistadors in 1997 for long and meritorious service to the Tucson sports community. From 2001–2006 he was with the New Orleans Saints of the NFL as the Director of Regional Sales and Marketing, the Executive Director of the AFL's New Orleans VooDoo (also owned by the Saints) and the Executive Director of the Austin Wranglers (2006), also in the Arena Football League. In the fall of 2006, Mike returned to Tucson where he and Kathy Arrotta formed an event marketing company — Feder & Arrotta LLC.

EDUCATION
Kermit Miller began his career with the Tucson Police Department in 1972. After assignments in Patrol, Special Investigations, SWAT, and Tactical Operations, he was promoted to sergeant in 1979. As a sergeant he served in Patrol, SWAT, Special Investigations, DUI Enforcement, and Advanced Training until he was promoted to lieutenant in Special Investigations. In 1992, Miller was promoted to captain and he assumed command of the Administrative Resources Section. Simultaneously he served as the Police Department’s project manager for the design and construction of the Public Safety Academy. He later served in Patrol, the Metropolitan Area Narcotics Trafficking Interdiction Squads, and as Chief of Staff. Miller was promoted to Assistant Chief of Police in 2000 and was assigned to the Field Services Bureau. He currently commands the Support Services Bureau. Deputy Chief Miller is a member of the International Association of Chiefs of Police and is also an active member of Rotary International and St. Mary's Carondelet Centurions.

EDUCATION
Sharon Allen joined the Tucson Police Department in 1978 as a community service officer. Commissioned Patrol Officer in 1980, worked in Operations Division Midtown. Promoted to detective in 1985, worked as School Resource Officer; served in Juvenile Services Division and Operations Midtown. Sergeant in 1993, supervised Operations Division South, Background Investigations Unit, Internal Affairs Division, and Sex Offender Tracking Unit. Lieutenant in 1998, Commander for Operations Division West, Commander for the Accreditation process (CALEA-Commission Accreditation of Law Enforcement Agencies) and Liaison to Tucson City Manager. Captain in 2000, Commander for Operations Division West and the Professional Standards Division. Chief of Staff (Office of the Chief) in 2003. Assistant Chief of Police, 2005.
Capt. Richard Harper is a 30 year veteran of the Tucson Police Department. Captain Harper is currently in command of the Tucson Police Department Training Division and is in charge of the Southern Arizona Law Enforcement Training Center. He developed the plan for and implemented the new Downtown Division, the first new division for the police department in about two decades. He has served in many assignments to include being the first commander of the Downtown division, Internal Affairs, CID Violent Crimes Section, Hostage/Crisis Negotiations, Operations Division South, and Communications among other jobs during his career. He is a graduate of Tucson High School, has a bachelor's degree from the University of Arizona, and a Master's Degree in Educational Leadership from Northern Arizona University, where he graduated cum laude.

ASSIGNMENTS
Tom Earley began his career with the Tucson Police Department in 1985 as a Reserve Officer. In 1988 he became a full-time
officer. After assignments in Patrol, Criminal Intelligence, the Academy, and the Gang Unit he was promoted to detective
in 1992 and then to sergeant in 1996. As a sergeant he served in Patrol, Community Response, Child Sexual Assault and
the Air Support Unit. He was promoted to lieutenant in 2005 and was assigned to Patrol. He is currently assigned as a
Force Commander.
